With the implementation of “The Midwestern Higher Education Revitalization Plan” and “The National Long-Term Education Reform and Development Plan (2010-2020)”, the Ministry of Education (MOE) started “1000 Midwestern University Presidents’ Overseas Training Program” since 2012 to fund 1000 Midwestern university presidents to receive overseas training sponsored by the Li Zhaoji foundation in Hongkong and the China Education Foundation to improve Midwestern universities’ organization, overall level and their presidents’ comprehensive management abilities within 5 years. The 2016 program, the final year of the program, constitutes 5 training groups in the United States, Canada, Australia, Germany, and Finland with different themes. HUAS President Long Xianzhong attended the Finland training group, the 22 members of which are leaders of the Ministry of Education and presidents or vice presidents of the Midwest universities.

The Finland training group, with the theme of “The Transformation and Development of Colleges and Universities”, lasted from May 14 to June 12. The one-month training was divided into three stages. At the National Academy of Education Administration, the first stage of a 5-day training with 9 seminars focused on the tendency of the reform and development of China's undergraduate education, the opening-up of education in the new era, the new normal construction of the scientific and technological innovation, the transformation and development of local colleges and universities, the local college and university presidents’ missions and opportunities by Zhang Daliang, Chief Secretary of Higher Education Department, Xu Tao, Chief Secretary of International Cooperation and Exchanges Department, Wang Yanjue, Chief Secretary of Science and Technology Department, Chen Feng, Director of MOE School Planning and Construction Development Center, Wang Mingyi, the CPC Party Secretary of Sichuan University of Science and Engineering, Chen Hong, the CPC Party Secretary of Hunan University of Science and Engineering and leaders of the National Academy of Education Administration. The second stage was a 21-day overseas training with the themes of “Management and Quality Assurance of Finland Higher Education”, “Industry-University-Research(IUR) Cooperation of Finland Universities of Applied Sciences”, “Teaching Management and Talent Cultivation of Finland Universities of Applied Sciences”, “The Roles Finland Universities of Applied Sciences Play in the City and Regional Development” and “Faculty Construction and Enlightenment of Finland Universities of Applied Sciences”, “University-College Level Management and Construction of Finland Universities of Applied Sciences” in University of Helsinki, University of Tampere, HAMK University of Applied Sciences, HAAGA-HELIA Polytechnic, and Tampere University of Applied Sciences. The third stage was a 2-day summary, including the overall summary report of the training group, team summary report, personal summary report, group discussion and the general assembly report.
During their visit in Finland, the training group had 25 seminars, 4 visits to university campus, libraries, research centers, and laboratories, 4 accesses to large companies, cooperative enterprises and government departments, and 7 conversaziones with university administrators, professors, Chinese students and scholars. At the University of Tampere, the training group attended the lectures on Finland higher education development, management system and administering mode of Finland universities, Finland higher education in the process of Bologna, the development tendency of Finland universities of applied sciences in the national and regional innovation system, characteristics and implementation of regulations of Finland universities of applied sciences, the development of Finland universities of applied sciences and regional economy, teaching and personnel training of universities of applied sciences in the twenty-first century, Finland higher education reform in knowledge economy, university-college level management in universities of applied sciences and the roles the deans play in the management. The training group observed and learned innovation teaching methods in HAMK University of Applied Sciences.
In a colloquium jointly held by the group members and Finland scholars on the “Transformation and Development of Chinese Local Undergraduate Colleges and Universities”, HUAS President Long Xianzhong lectured on “The Six Changes the Local Undergraduate Colleges and Universities Must Adhere to in their Transformation and Development” and “The Transformation and Development of the Local Undergraduate Colleges and Universities in the Background of Modernized Governance Ability”.

In HAAGA-HELIA Polytechnic, the training group attended lectures like the roles universities of applied sciences play in the development of regional economy, analysis of integration and tendency of universities of applied sciences, agents and management for the transformation and development of the universities of applied sciences, leadership and management of the universities of applied sciences, university students’ internship and employment abilities in the universities of applied sciences, innovation and entrepreneurship education in the universities of applied sciences, the financial management of universities of applied sciences, the cooperation between universities of applied sciences and enterprises.
During their visit, the training group visited the Chinese Embassy in Finland. Ambassador Yu Qingtai met with the training group and introduced the relationship between China and Finland. Counselor of the Education Department, Gao Yuhang added the development of the universities in Finland.

The training group visited the Ministry of Education and Culture of Finland, and participated in the Sino-Finnish Education Dialogue and other activities. At the University of Helsinki, the training group attended lectures on performance management of scientific research and the development of teacher education in the universities of Finland. At the Tampere University of Applied Sciences (TAMK), the training group attended lectures on the university-industry cooperation models of universities of applied sciences, the teaching mode of universities of applied sciences, cooperation and development between the research universities and universities of applied sciences and professional teachers’ education and training. The training group also attended the Tampere Municipal Government’s lecture on the “Interaction between Higher Educational Institutions and the Development of the City”. They also inspected the health care center established by the Tampere Municipal Government.

During the training in Finland, HUAS President Long Xianzhong, on behalf of Hunan University of Arts and Science signed strategic cooperation agreements with HAAGA-HELIA Polytechnic and Tampere University of Applied Sciences for extensive and in-depth exchanges and cooperation in the future.

Located in Finland's second largest city of Tampere, Tampere University of Applied Sciences (TAMK) is one of the biggest and most popular higher education institutions in Finland, with more than 13000 students, more than 1000 international students and an expert staff of over 700. TAMK offers Bachelor’s and Master’s degrees in business administration, chemical engineering, environmental engineering, materials science and engineering, mechanical engineering, health care and art media.

At present, China has upgraded the acceleration of the transformation and development of the local undergraduate colleges and universities into the national strategy, Hunan University of Arts and Science is at her crucial time since officially listed in the “Transformation and Development of Application-Oriented Undergraduate National Pilot Colleges and Universities” in April 2016. HUAS President Long Xianzhong’s timely overseas training plays a very important and positive significance to plot out the blueprint of HUAS’s restructuring and development, accurately carry out the top-level design of HUAS’s scientific planning transformation and development, and to accelerate the process of HUAS’s transformation and development effectively.
